Ground Beef Casserole

2 lbs ground beef
1 C chopped celery
1/2 C chopped onion
1 box Stove Top dressing
1 1/3 C water
1 stick butter or margarine
1 can cream of mushroom soup
1 can cream of chicken soup

Sauté ground beef and spread in a 9 x 13-inch pan.  Put celery and onion on top of ground beef.  Prepare Stove Top dressing per instructions but use one stick butter or margarine and 1 1/3 cup water.  Spread dressing over the onions and celery.  Mix the two soups together over the dressing.  Bake in a 350-degree oven for 1 1/2 hours.
