Celery Soup

8 C celery chopped
1 tsp salt
1 C water
1/2 C sugar
2 tsp vinegar
2 T butter
12 oz condensed milk
2 1/2 T brown sugar, packed
2 T all-purpose flour

Combine celery, chopped into small pieces, salt, water, sugar, and butter in a large or medium saucepan over medium-high heat. Bring to a boil. Reduce heat; simmer until celery is tender. Stir in remaining ingredients; cook until heated through. Serve warm.
